Sinh năm 1966 tại Cao Lãnh và lớn lên trong gia đình hầu việc Chúa. Thân sinh là Cố Mục Sư Lê Quang Hồng. Tiếp nhận Chúa và được Mục sư Hồ Xuân Phong làm lễ báp-tem năm 1980 tại Hội Thánh Cà Mau. Tạm cư ở trại tị nạn Thái Lan năm 1981. Ðịnh cư tại Edmonton, Canada năm 1982. Lập gia đình với Hanna Ðặng Dịu Hồng, ái nữ của Mục Sư và Bà Ðặng Ðăng Khoa, năm 1995. Có hai con: Samuel Lê Phước Vĩnh (1999) và Steven Lê Phước Ân (2000).

Được Chúa kêu gọi vào chức vụ và học Lời Chúa kể từ tháng Giêng năm 1986 tại Edmonton, Canada. Được thụ phong Mục sư thực thụ tại Hội Thánh Travis Avenue Baptist Church tại Fort Worth, Texas vào tháng 7 năm 1995.

Quản nhiệm hai Hội Thánh: Fort Worth, Texas (1991-1997) và New Orleans, Louisiana (1997-2003). Liên Ðoàn Trưởng Liên Ðoàn Thanh Niên Báp Tít (1997-1998, 1999-2000). Chủ tịch Ban Hiệp Nguyện 7 Hội Thánh Báp Tít Vùng Ðông Nam Hoa Kỳ (1997-2000). Giám đốc & Giáo sư Trung Tâm Huấn Luyện Mục Vụ tại Ðại Chủng Viện New Orleans (1998-2003). Giáo sư Viện Thần Học Báp Tít Việt Nam (2001- hiện tại).  Phục vụ với chức vụ  Giáo sĩ  ngắn hạn do Cơ Quan Truyền Giáo Quốc Tế của Giáo Hội Báp Tít Nam Phương biệt phái tại Luân-đôn, Anh Quốc từ tháng 8 năm 2003 đến tháng 8 2008. Hiện đang quản nhiệm Hội Thánh Báp Tít Việt Nam West Houston kể từ tháng 9 năm 2008.

Tốt nghiệp: Cử Nhân Tôn Giáo và Âm Nhạc (B.A. in Religion/Music), 1990, tại North American Baptist College, Edmonton, Alberta, Canada; Cao Học Thần Ðạo (Master of Divinity with Biblical Languages), 1995, và Cao Học Cơ Ðốc Giáo Dục (Master of Arts in Religious Education), 1997, tại Southwestern Baptist Theological Seminary, Fort Worth, Texas; Tiến Sĩ Mục Vụ (Doctor of Ministry) tại New Orleans Baptist Theological Seminary, New Orleans, Louisiana, 2003.

Muc su Peter Le Hong Phuc is the Senior Pastor of the Vietnamese Baptist Church of West Houston, Texas, since September 2008. Previously, he served as Pastor of the Vietnamese Baptist Church of Fort Worth (1991-1997), and Vietnamese Baptist Church of New Orleans (1997-2003), and Missionary with the International Mission Board of the Southern Baptist Convention in London, England (2003-2008).

Pastor Peter grew-up in a Christian home. His father served as pastor for over 20 years at five churches (Vietnamese Evangelical Churches) in South Vietnam. Pastor Peter received Jesus Christ as Lord and Savior and was baptized at the age of fifteen in Ca Mau, Vietnam. He received God’s calling into His ministry since January 1986 in Edmonton, Canada. He was ordained into God’s ministry at Travis Avenue Baptist Church in Fort Worth, Texas, in July 1995.

Pastor Peter graduated with a Bachelor of Arts in Religion/Music from the Northern American Baptist College in Edmonton, Canada (1990). He completed a Master of Divinity with Biblical Languages (1995) and a Master of Arts in Religious Education (1997) from Southwestern Baptist Theological Seminary, Fort Worth, Texas. He also graduated with a Doctor of Ministry (specialized in Church Leadership & Christian Education) from New Orleans Baptist Theological Seminary, New Orleans, Louisiana, 2003.

Pastor Peter has been serving as Professor at the Vietnamese Baptist Theological School since 2001. God has used Pastor Peter to preach and train many church leaders across the nation and overseas – speaking at various conferences and camps, ministering to both the young and old.

The pastor and his wife – Hanna Dang Diu Hong have been married for 15 years and have two sons – Samuel Vinh Le (1999) and Steven An Le (2000).
